It's a head...
let's add the missing eyes.
1\ To begin with, think globally.
The first thing to think about is what's around the eyes. The eyes have to match the rest of the head, so before you start getting into the nitty-gritty of the eyes, set a base for it. Make a cross to keep your different elements from getting lost in the face.
It's even better with two circles, which make a nice, comfortable nest for your soon-to-be eyes.
2\ Add an intent, but don’t overdraw.
Let's move on to expressions. We're going to draw a smiley. I'm being completely literal here.
You can now draw your detailed eyes on the smiley without worrying about problems of position or proportion: everything's done, now all you have to do is enjoy it.
If you're working with a traditional eraser and pencil: simply run the eraser over the lines you've already drawn, but don't erase everything. Leave a light trace. This will act as a guide and will no longer be visible once you've drawn over it. If you're using digital painting (Gimp, Krita, Photoshop...), you'll need to play with layers. Make your final drawing on a higher layer and set the visibility of the guide layer to zero when you no longer need it.
Now comes the easy (and enjoyable) part.

the next part requires more attention (if you don't want to draw a bizarre character).
Before drawing the iris circle, we'll find the best location for it by using a small test dot. For corrections, it's much easier to erase a dot than an entire iris with its reflections and all that goes with it.
